Job Description

Summary:
The Office Engineer will report and act under the direction of the Project Executive for STV, Inc. for a project in support of the NYC MTA. You will report to STV, Inc. daily for your assignments. Work shall include coordination of the submittal process, monitoring of design progress and costs; verification to project specifications and related documents, coordination of progress payments; monitoring of quality assurance; monitoring of safety compliance; environmental assessment and inspection; preparation of relevant materials and representation of periodic project meetings; providing expert opinions on special cases, assist in review of Developer submittals and documents.

PCAS provides Pre-Construction and Construction consulting services with an emphasis on Construction Cost Estimating and Staff Augmentation services.

Role & Responsibilities:

  • Distribute and review all Developer submittal / deliverables including but not limited to the Detailed Contract Schedule, DBE updates, daily reports, requisitions for payment, payroll reports, work plans, RFIs, design documents, product data and shop drawings.
  • Coordinate reviews and arrange meetings as required with the EMD, User Department, Engineering Department, and other railroad departments / outside agencies to track, compile, and return submittal review comments within the specified review periods.
  • Provide miscellaneous project estimating services (and estimate review services).
  • Provide estimating, budgeting, scope development, and change order support to the MTA.
  • Perform document control through established software and databases.
  • Write letters / memos, meeting minutes, and develop written reports as needed.
  • Validate and monitor MTA C&D Force Accounts and Third-Party Consultant / Developer invoices for payment in accordance with progress of the work.
  • Evaluate and prepare recommendations to MTA C&D regarding sequence of field and/or construction activities and means and methods of construction when working in a railroad environment.
  • Assist in the preparation of concurrence forms, memos to the Developer and subconsultants, and any related documents.
  • Generate reports to the MTA on the Developer Project status.
  • Assist MTA C&D in managing various progress status meetings.
  • Compile and maintain a computer based digital photo record of construction progress and activities.
  • Assist resident engineers in the coordination of labor forces, including but not limited to MTA C&D Force Account departments, outside utilities and agencies.
  • Ensure construction is performed in accordance with MTA C&D standards and OSHA safety practices. Issue notices, warnings and/or Stop Work Orders to the Developer in the event that safety regulations are violated.
  • Ensure that daily work plans and related shop drawings provided by the Developer are approved and in place prior to the start of related work activities.
  • Document all critical issues, changes, and relevant information throughout the duration of the PMC Contract Term.
Qualifications:

  • Bachelor’s degree in engineering, architecture, or construction related field required.
  • Minimum of 5+ years of construction experience to include related academic course work.

The pay range for this role is:
$50 - $52 per hour + 1.5x pay for overtime
