This position is located in the city of  Modesto . 

Under the direction of the Team Manager, Staff Services Manager I, a Senior Vocational Rehabilitation Counselor, Qualified Rehabilitation Professional (SVRC, QRP) facilitates the effective delivery of services to consumers in a Vocational Rehabilitation Service Delivery (VRSD) Team. The core duties of the SVRC, QRP include the following non-delegable functions: 1) determining vocational rehabilitation (VR) eligibility; 2) determining priority for services; 3) development of the Individualized Plan for Employment (IPE); and determining amendments to the IPE; and 4) review of IPE progress to be completed at least annually; 5) determining successful employment outcome achieved, and completing case closure for services of Department of Rehabilitation (DOR) consumers. The SVRC, QRP is accountable for the quality, quantity, and effectiveness of consumer employment outcomes and must effectively and consistently align the non-delegable duties with the delegable tasks performed by other team members for each consumer's case. Communicates regularly with VR staff; provides excellent customer service to both internal and external customers; ensures the timely movement of a consumer through the vocational process, including but not limited to, monitoring of case status, compliance with mandated time frames, signatures, periodic progress updates, and annual reviews; interacts with consumers and coworkers in a professional manner, and with integrity and respect. Attempts to resolve individual’s concern at the lowest possible level; offers other dispute resolution options; and elevates to next level, if needed.    

Caseload consists of consumers who are Deaf and Hard of Hearing. American Sign Language (ASL) proficiency  is required. A Master's degree in Rehabilitation, counseling or a closely related field from a recognized institution and successful completion of one graduate course with a primary focus on the Theories and Techniques in counseling is mandatory. Reliability, dependability and exceptional interpersonal skills are essential. Prior to appointment, candidates will be required to provide a copy of the official college transcripts. Candidates are strongly encouraged to bring to the interview official and unofficial transcripts and letters of reference.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent must live and work in California. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time.

Special Requirements

• The position(s) require(s) fluency in the American Sign Language language. If the State of California does not have a current record documenting your fluency in this language, you will be required to successfully pass an approved language fluency test prior to being hired.

* Travel to the Modesto and Stockton offices and surrounding catchment areas is required.

• Ability to help facilitate expeditious resolution of problems from in-person requests, incoming phone calls and emails
